Students utilizing VEAP must have received a discharge under anything besides ""dishonorable"" in order to draw benefits. Eligibility to receive VEAP benefits expires 10 years from the date the student left active duty but, under special circumstances, it may be extended.

VEAP is not limited to only veterans but certain active duty personnel as well. If a service member on active duty entered for the first time between December 31, 1976 but prior July 1, 1985 and made a contribution before April 1, 1987, then that service member is eligible to participate in VEAP.
Service members who are on active duty are eligible to draw VEAP benefits only if they have contributed for at least 3 months and if they enlisted for the first time after September 7, 1980 and served at least 24 months of that first period of active duty.
